Cover round steak in flour and brown in pan with a bit of oil.
Place all in slow cooker
Combine:
1 quart of tomatoes
1 C chopped Onions
1 Can Tomato Sauce
1 Clove Minced Garlic
1 tsp Sugar, Salt and Pepper
1/2 C Cold Water
Cook for 5-6 hours
